Diaspora Philanthropy to the Asia-Pacific
Along with the Overview Paper, Country Papers were commissioned on China, India, the Philippines, Pakistan, Vietnam, Bangladesh and Indonesia. The papers identified best practices and mechanisms of strategic philanthropy by diaspora groups, analyzed the countries’ enabling environment and developed action recommendations for the promotion of strategic philanthropy by the diaspora. This session presents trends and compares findings across the 7 featured countries.

Channels and Intermediaries
To support the growing practice of diaspora giving, a variety of mechanisms and institutions have been established dedicated to transmitting contributions of diaspora communities to projects in their home communities. These channels and intermediaries have been trustworthy and convenient conduits for donations while serving as sources of reliable information on legitimate local causes in need of funding.

How were these channels and facilitators formed? In what ways do they serve both diaspora communities and communities of origin? What challenges do they face? How can they better facilitate effective diaspora philanthropy?

Development and the Role of the Diaspora Communities
Over the years, transnational migration has been steadily rising, and remittances of overseas communities to home countries have kept increasing numbers of economies afloat. These trends have contributed to the globalization landscape and have sparked the interest of national governments, regional bodies and multilateral organizations to explore the relationship between migration and development.

How has migration contributed to the development of countries of origin? Of countries of immigration? What are the trade-offs to the growing diaspora population? How can migration be maximized to contribute to development and change in countries of origin?

Enabling Environment for Diaspora Philanthropy
National governments accommodate diaspora giving in a variety of ways – from the formation of specialized ministries to the passing of laws enabling migrants to support communities of origin. Other sectors’ support such as business and civil society also pave the way for philanthropy. Closer examination of regulatory frameworks may determine how to better facilitate more strategic giving by the diaspora.

How has government involvement encouraged diaspora philanthropy? Does the legal and fiscal framework facilitate diaspora giving? How do the non profit and business sectors support diaspora giving? What are the gap areas in the enabling environment for diaspora giving, and what measures should be employed to address these?

Innovations, Linkages and Partnerships
A growing number of diaspora communities are beginning to develop a preference for a more strategic practice of philanthropy. Diaspora communities have emerged in recent years into more organized groups and have been a collective driver in pooling resources for the development of home communities. The movement towards strategic philanthropy reflects a potential for diaspora giving as an instrument of social development and change in communities of origin, as it begins to fund more long term projects and actively seek ways to increase diasporas’ participation and engagement in their home communities.
